How long does it take a letter to travel 300 meters?

Somewhere in Normandie, France, it takes nearly three months. I recieved a letter from Social Security 3rd March 2007. The letter was dated 27th November 2006. Who's to blame; the Sécurité Sociale or La Poste? My money, if I had any, would be placed on the former.
